I was so saddened to hear of Jeff's tragic passing. When Jeff was the Bridge Engineer, I was a KY DOT engineer who met with all of our border states to inspect border bridges. This two month schedule started in western Ky with ILL, then IN, Ohio and finally WV. By the time I got to WV, I would be tired of the work...except for the opportunity to spend a couple of days with Jeff. I always looked forward to renewing our friendship and catching up with what our families were doing. He was a common sense engineer and someone we all liked being around. My deepest sympathies to the family he so loved.

I was Jeff's KY DOT Bridge Engineer counterpart for a couple of years and although we would only see each other a couple of times a year, we would talk more often. He was very much admired by me and my co-workers as he was genuinely a Professional Engineer in the truest sense of the title. And, he never failed to speak of his kids with a glow that could only come from a Father's love. He will be missed.

We are all shocked and saddened by Jeff's untimely passing. I've enjoyed working with Jeff over the years and have nothing but respect for his quiet but passionate approach to his projects. He always asked about my daughter's progress even though he only met her once years ago. I'll miss Jeff as one of the truly good bridge engineers and a better person at the DOH.

Although I never had the opportunity to meet Jeff, I did speak to him on the telephone numerous times. I work for an out-of-state contractor and therefore do not visit the projects as often as I would like. I visualized Jeff as a righteous person, a loving individual and a man of pricipal. I am sure that you will truly miss him. Having recently lost my father I know that it is difficult to deal with the loss of a loved one. My condolonces and deepest sympathy for your loss. But remember that God will NEVER give you more than you can handle. HE will bring you and the children through this. May GOD Bless you.

Dear Patty and children,
I was told of your loss by my friend Rick Knight and it was such a shock to me that I cannot imagine the grief you and all of Jeff's loved ones are feeling. I met you two at a July 4th party and also was surprised to see Polly there. I remember having a great time and also having Jeff lend me a book by Brad Thor. Now he is one of my favorite authors. I am just so sorry this has happened. Your family will be in my prayers and I hope to see you again one day soon. I wish I could be there to hug you but know, that I prayed that God will do that for me. Again, I am so sorry.

Mrs. Ball, you do not know me but I had the opportunity to meet Jeff at one of our construction meetings for our new high school here in Mingo County. Jeff was assisting us in connecting our school access to the King Coal Highway. Jeff's main goal was to provide the safest highway possible for our students and was prepared to take that message to the highest level to accomplish it. I admired him for his unwaivering concern for our children. On behalf of Mingo County Schools, I extend our sympathies to you and your family.

To the Ball family...we are deeply saddened by your loss. I knew Jeff and John both at Tech and enjoy many memories of fun, friendship and laughter. Although my interactions w/ Jeff have been on the engineering side in recent years, he was always a top notch professional, very thorough in his work and carried the banner well for the WVDOH....a class individual indeed that will be dearly missed. Please know that Jeff will not be forgotten and also know that our family holds yours up in the highest regard of prayers at this time and times ahead. I want to talk about some wonderful memories for awhile. Jeff & Patty started bringing their babies to our home when Mary was about 7 months old. I provided care for his children for 10 years and in all those years I never heard him raise his voice or speak a harsh word to them. Several times when he came to pick the kids up he would have to chase a couple of them down to get them to leave. I told him one morning when he came in carrying David & Steven with Mary trailing behind "Jeff if you have another baby where you gonna carry it"? Jeff said I will strap him to my back.I just have so many wonderful memories and Im so thankful to have know Jeff. Patty, Mary, David and Steven, I love you with all my heart and I will always be here for you as long as God allows. I am so so sorry for your loss. Call me anytime.

Our Prayers go out to the members of Jeff's family. To his wife, your husband was a very good man, he has done alot for me and I appreciate every bit of it. To his children, your father loved you very much, he would always talk about you guys to me. Now that I am a father myself, I would say something about my new daughter, and he would go into some story about you guys. You guys meant the world to him. Again, I am so sorry to hear about this sudden loss, I have been praying and will continue to remember you guys in my prayers. I will truely miss him.

I worked with Jeff on the upgrade to Route 10 from Rita Bridge to Midway Plaza. I found him to be always professional and ready to do the right thing. Jeff was chocked full of integrity and I greatly respected him. Jeff was always mindful to ask about my youngest son in the USMC. He could relate to my son's training and assignments and always took the time to ask me about developments in my son's life. Jeff will be missed by all that knew him and always remembered well as the fine person he was.
It is important for the family to know that many people recognized Jeff as a gentleman, a person of integrity, a caring individual, and a friend who will be remembered kindly.
