Charles Blaine “CB” Ruark, 61, of Wheelersburg passed away Tuesday, April 30, 2019 at his residence. CB was born December 3, 1957 in Portsmouth, Ohio to the late Harold Blaine and Beatrice McGoron Ruark. He was self-employed as HVAC Heating & Air business. CB is survived by a brother Jerry Ray (Jane) Fannin.
